Cash For Clunkers Fraud

I was able to do some work on the Cash For Clunkers database, and evaluated the vehicles that had been traded in. For the most part, things look pretty good, with a couple of exceptions.

1. A car with the following VIN (1C4GH54L3SX626578) was traded in at 2 different dealerships. Both dealers were from Illinois, where one was from Northbrook, and the other from Naperville.

2. This one was a little harder to figure out. 20 vehicles have a VIN listed as DEBTOWEDTONHTSAXX. My best guess on this is that it means "Deb towed to NHTSA (National Highway Transportation Authority). Not sure what it means.
